O presidente do Flamengo explicou que, atualmente, clubes est\u00e3o se formando em grupos transnacionais, onde um investidor compra clubes em diferentes pa\u00edses, o que cria um cen\u00e1rio prop\u00edcio para distor\u00e7\u00f5es financeiras.&nbsp;<\/p>\n\n\n\n<p>&#8220;O sujeito compra um clube na Espanha, outro na Fran\u00e7a, outro nos Estados Unidos&#8221;, explicou Landim, ressaltando que, com isso, a regulamenta\u00e7\u00e3o se torna mais complexa e, em alguns casos, ineficaz.<\/p>\n\n\n\n<p>Cabe ressaltar que essa falta de controle permite que clubes, como no caso do Botafogo, invistam quantias superiores \u00e0s suas receitas. Landim lembrou que, no ano passado, o Botafogo teve R$ 330 milh\u00f5es de receita, mas investiu cerca de R$ 500 milh\u00f5es.&nbsp;<\/p>\n\n\n\n<p>&#8220;Como \u00e9 que algu\u00e9m que tem R$ 300 milh\u00f5es de receita pode investir R$ 500 milh\u00f5es?&#8221;, questionou o dirigente, destacando as dificuldades que surgem quando a regulamenta\u00e7\u00e3o financeira n\u00e3o \u00e9 robusta. &#8220;Por isso, a FIFA vai precisar entrar nessa discuss\u00e3o.&#8221;, disse o dirigente.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-as-possiveis-brechas-no-sistema-atual\">As poss\u00edveis brechas no sistema atual<\/h2>\n\n\n\n<p>Al\u00e9m disso, Landim mencionou a preocupa\u00e7\u00e3o com a possibilidade de burla ao Fair Play Financeiro, como j\u00e1 acontece em algumas ligas europeias. No exemplo dado, ele destacou a possibilidade de um clube brasileiro, que n\u00e3o possui regulamenta\u00e7\u00e3o de Fair Play, comprar jogadores de alto custo e depois emprest\u00e1-los para clubes co-irm\u00e3os no exterior, com o clube brasileiro arcando com o preju\u00edzo e o time co-irm\u00e3o recebendo o atleta sem custos. &#8220;Isso \u00e9 uma maneira de burlar o Fair Play Financeiro&#8221;, alertou Landim.<\/p>\n\n\n\n<p>Sendo assim, ele prop\u00f5e que a FIFA deve assumir um papel mais ativo na regulamenta\u00e7\u00e3o, j\u00e1 que, sem isso, os clubes poder\u00e3o continuar praticando essas &#8220;malandragens&#8221;. Com isso, a necessidade de uma abordagem mais centralizada e global se torna cada vez mais evidente.
